This style oil cooler uses a think coiled wire inserted inside the tube during the manufacturing process to promotes a turbulent flow. This turbulent flow is actually used to increase the cooling capacity of the oil cooler. The noise that you hear is these coils called Tabulators sliding back and forth in the tubes. You should not be concerned about this noise it will stop once the cooler is filled with oil.
